As a parent of a 2 yr old, I use the Delph Park regularly to walk my toddler, feed the ducks, just general playtime etc.  On a Friday afternoon, a few weeks ago, I witnessed a 'assumed' drug related incident between 2 males at roughly 2pm.  I have since reported this to the community police officer.
